It's not clear to me in the least that nobody here expects stub planks to be addressed in Denver. Even if we all sat on our hands until Denver, we'd still be able in an all-day meeting to draft the requisite ~15 sentences for the 3 or 4 planks that need rewrites. But in fact, we'll surely have already discussed candidate language long before we get on the plane for Denver.
I can't agree that a member should resign if he disagrees with the approach that the majority is taking and wants to work on an alternative. That's what minority reports are for, and there's nothing wrong with trying to get public support and input for a minority report.
