Congress should indeed be exempt from laws against victimless crimes, e.g. employment discrimination. So should everybody else.
Before advocating that congressmen should be subject to prosecution for victimless crimes, ask yourself whether you want to give the imperial presidency's executive branch (think John Ashcroft or Janet Reno) even more power over the legislative branch.
